Yes, the "import citation" process performs a check during the import process.
On Clicking "More Details" on the "Citations: Import Verification" page, you can see the difference between the NEES citation(s) that you are trying to upload on the left and the NEES citation(s) that is already available in the NEEShub Database on the right. Blue color text indicates the similarities between the two NEES citations and Red color text indicates the differences between the two NEES citations.
Click on Upload Citation(s) to confirm your upload of the NEES Research citations.
