Add decommision date for site equipment
The site equipment in the database needs to remain static so that older projects have correct equipment lists, but our site has added new equipment, decommissioned equipment, and upgraded equipment. To track these changes and allow for accurate current equipment lists, a decommission date is needed for each piece of equipment, along with the required coding to check this date for generation of equipment lists.
